Türkiye-Somalia Relations
Türkiye-Somalia relations are one of the strongest bilateral partnerships in Africa, encompassing humanitarian aid, trade, security cooperation, and diplomatic support. Türkiye’s presence in Somalia is strategic and long-term, positioning it as a key player in the region’s geopolitics while helping to rebuild Somalia’s institutions and infrastructure
The relationship has strengthened significantly since 2011, when then-Turkish Prime Minister Recep Tayyip Erdoğan became the first non-African leader in decades to visit Mogadishu amid a severe famine. His visit marked the start of a deep engagement, with Türkiye positioning itself as Somalia’s most influential foreign partner.
Key Aspects of the Relationship
Humanitarian and Development Aid
--Türkiye has been a leading donor to Somalia, providing humanitarian aid, infrastructure projects, and development assistance.
--Turkish organizations, such as the Turkish Red Crescent (Kızılay) and TIKA (Turkish Cooperation and Coordination Agency), have built hospitals, schools, roads, and water facilities in Somalia.
--The Erdogan Hospital in Mogadishu, constructed and operated with Turkish support, is one of the most advanced medical facilities in the country.
Economic and Trade Ties
-- Türkiye is one of Somalia’s biggest trading partners, with bilateral trade exceeding $300 million annually.
-- Turkish companies operate Mogadishu’s main port and airport, providing revenue to the Somali government.
-- Turkish firms have invested in infrastructure, energy, and construction projects across Somalia.
Military and Security Cooperation
-- Türkiye operates the largest foreign military training base in Somalia, known as TURKSOM, which has trained thousands of Somali soldiers to combat al-Shabaab and strengthen Somalia’s security forces.
-- Türkiye supplies weapons, equipment, and military advisors to Somalia, particularly after the partial lifting of the U.N. arms embargo.
-- Turkish drones have reportedly supported Somali forces in operations against al-Shabaab.
Political and Diplomatic Ties
-- Türkiye's largest foreign embassy is located in Somalia.
-- Türkiye has played a key role in Somalia’s diplomatic efforts, supporting its sovereignty and territorial integrity.
Ankara has mediated disputes between Somalia and its neighbors, including Ethiopia.
-- Somali leaders frequently visit Türkiye, and President Erdoğan maintains close ties with Somali officials.
Geopolitical Interests
-- Türkiye’s engagement in Somalia is part of its broader Africa policy, where it seeks to expand political influence, economic ties, and military presence.
Somalia offers Türkiye:
-- A key foothold in the Horn of Africa, near strategic maritime trade routes.
-- Access to natural resources, including offshore oil and gas.
-- A gateway for broader influence in East Africa and the Red Sea region.
Challenges
-- Security threats: Turkish personnel and projects have been targeted by al-Shabaab, which opposes foreign presence in Somalia.
-- Geopolitical rivalries: Türkiye’s growing role in Somalia has led to tensions with other countries, such as the UAE, which also seek influence in the region.
-- Türkiye risks being drawn into regional conflicts, not just those with terrorist groups like Al Shabaab, but also the regional competition between Ethiopia, Sudan, and Somalia.
Financial sustainability: Somalia remains heavily dependent on aid, increasing its dependence upon foreign investment (which can be deterred by the continuing security problems) and especially on Türkiye’s commitments.
