Lawsuits have been filed challenging whether DOGE constitutes an advisory committee that bypasses congressional oversight.
Conflicts with Federal Agencies
DOGE has clashed with several federal agencies over access to government data and systems.
Musk’s aides reportedly locked career civil servants out of computer systems at the Office of Personnel Management, which oversees 2.2 million federal employees.
The Treasury Department initially resisted DOGE’s access to financial disbursement systems, but newly confirmed Treasury Secretary Scott Bessent later granted access, leading to the resignation of the acting secretary.
At USAID, DOGE personnel gained access to classified materials without proper security clearances, leading to tensions with agency officials, some of whom were placed on leave by the Trump administration.
Musk later criticized USAID on social media, calling it a “criminal organization” and suggesting it should be dismantled.
DOGE: The Transformation of the U.S. Digital Service
The U.S. Digital Service (USDS), originally created by President Barack Obama in 2014 to improve federal digital services, was rebranded as the U.S. DOGE Service (Department of Government Efficiency) by President Donald Trump on January 20, 2025. This transformation shifted the agency’s focus from consulting on government technology projects to maximizing federal efficiency and productivity through digital solutions.
The Shift from USDS to DOGE
- The USDS was initially tasked with modernizing government technology, improving federal websites, and assisting agencies with digital services.
- Under Trump’s executive order, USDS was renamed DOGE, with an expanded mandate to streamline government operations, reduce waste, and enhance productivity.
- A new entity, the U.S. DOGE Service Temporary Organization (USDSTO), was created within DOGE to implement an 18-month efficiency agenda.
- Each federal agency is now required to establish a DOGE team to align with the administration’s directives.
